Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are delivered from different nations. Significant resources is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a principle familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, US leadership does little to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
